Abstract
This study examines the limitations faced by street-level bureaucrats (SLBs) in public policy implementation, aiming to understand how these challenges impact equity and effectiveness in state service delivery. Key sources reviewed include Lipsky (1980), Tummers and Bekkers (2014), Maynard-Moody and Musheno (2003), and recent studies by Ndlovu and Nzuma (2024). The literature selection encompasses both empirical and theoretical studies focusing on discretion, limited resources, and the working conditions of SLBs. The discussion highlights the paradox between the necessity of discretion and the state marginality that undermines consistency in policy implementation. The study concludes that resource constraints and rigid hierarchies inherent in any state system restrict operational effectiveness and exacerbate inequalities in policy application.
